ISLAMABAD: Fawad Hassan Fawad, a grade 22 officer who was arrested by the NAB in Ashiana Housing Scheme scandal, during the previous regime targeted efficient and hardworking officers who would not toe his line. For this purpose, he planted Naveed Cheema as chairman FPSC.
Sources said his (Fawad) modus operandi was that only scanned portion, cut and paste out of context of efficient officers’ record was presented in the Central Selection Board (CSB) meeting to bias the opinion of members. The complete and true picture was not presented before the committee members for promotion of these officers.
Sources said this matter was heard at length in the Islamabad High Court, and on 27-09-2018, the Court held such proceedings of the CSB as unconstitutional, illegal, whimsical, arbitrary, adamant etc. The Supreme Court also cautioned against violating its judgment as per following contempt order.
Sources said tailor-made proceedings of the CSB suit handpicked officers of Fawad Hassan Fawad and those hand-picked officers are still controlling the proceedings of the CSB. Such proceedings ignore honest, hardworking and efficient officers, and promote officers like Ahad Cheema even during his arrest. All those who participated in the strike at the time of arrest of Ahad Cheema are back at important positions, which can be verified from media video clips and present posting orders, as Fawad mafia prevails everywhere in bureaucracy.
Sources said now the CSB has been reconstituted as but the same old practice of presenting selective record before members of CSB still continues. Complete service record showing officers as highly efficient, honest and upright is still not being placed before CSB. Violation of superior courts continues by Establishment without bringing the same in notice of the CSB members. New transparent promotion policy as directed by Islamabad High Court has also not been framed and previous policy is being continued for this CSB too.
Sources said, as meeting of the CSB is going to be held from 26-30 November 2018, members of the committee including Syed Shibli Faraz and Syed Fakhar Imam should play their role to end nepotism from the CSB and expose Fawad mafia so that honest and hard working officers are promoted, following orders of the Islamabad High Court and the Supreme Court.
The Centre for Investigative Journalism (CIJ) appealed to Prime Minister Imran Khan, Chief Justice Mian Saqib Nisar and Chairman NAB Justice (retired) Javed Iqbal to intervene in this issue to end nepotism from the CSB and introduce much-needed reforms in bureaucracy through promotions of honest & efficient officers.
