KARACHI: The Sindh High Court (SHC) has issued notices to the customs authorities and the deputy attorney general on a constitutional petition filed by M/s Z.I Business Link, challenging impugned Valuation Ruling No 863/ 2016, enhancing valuation on toilet soaps.
While hearing the petition, a two-member bench, headed by Justice Munib Akhtar, also directing them to file their respective para wise comments on the next date of hearing.
Earlier, counsel for the petitioner stated that petitioner is importer of toilet soaps from various countries around the world. However, the petitioner has serious grievances on illegal and mala fide actions of the director of Valuation and Directorate General of Valuation Department which enhanced the valuation on toilet soap by issuing Valuation Ruling 863/ 2016 dated 02/06/2016 in compete ignorance of the factual and legal narrations.
Citing Secretary Revenue Division, Collector of Customs Appraisement East, Collector of Customs Appraisement West, Directorate of Valuation, the Directorate General of Valuation as respondents, he pleaded the court may declare that act of the customs officials is illegal, mala fide and arbitrary. Counsel for the petitioner also pleaded the court to set aside impugned valuation ruling.
