ISLAMABAD: Federal Board of Revenue (FBR) Member Administration Muhammad Majid Qureshi has taken revolutionary administrative measures for the betterment of officials and especially for Grade 1 to Grade 16 employees of Federal Board of Revenue. It is worth mentioning that that after assuming the charge on February 8, 2016 as Member Administration he has not availed a single leave.
During an exclusive interview with Customs Today, he said that this is also in his credit that after hectic efforts “Fixed FBR Incentive” allowance for the FBR employees and its field formations were sanctioned. The Member Administration also undertook the budget exercise successfully, ensuring secrecy and efficiency, which was also appreciated by Finance Minister Ishaq Dar.
He said that “after assuming the charge I focused on solving problems of lower staff to speed up recruitment, promotions and processing of pension cases.” He disclosed that recently Establishment Division has formerly approved to fill 1,500 vacant posts from Grade 1 to 15 in the Federal Board of Revenue and its field formation offices and process of recruitment will start soon after full filling all the formalities.
He said we will advertise these posts in newspapers according to PAPRA rules. Beside this recruitment of about 2782 vacant positions Bs-1 to Bs-15 in FBR (HQ) as well as its field formations were processed and are being finalized shortly. He said 41new projects of Rs.14 billion are under process, buildings and land has been acquired for newly created mini RTOs and TFC at various stations to accommodate officers and staff.
A special litigation cell has been established in FBR. The purposed of this cell is to file an appeal on priority basis against the orders of FST and high court in the cases of FBR and its field formations officials and also implement the orders of Federal Services Tribunal and other law courts regarding the officers and employees of FBR cases.
After giving personal hearings, 75 pending disciplinary cases were finalized and the result in a general sense of relief among officials of the organization. The 285 officials of Inland Revenue Service and Pakistan Customs Services and ex-cadre were promoted through Departmental Selection Board and Departmental Promotion Committee which helped raise the motivation of Federal Board of Revenue field force. More than 400 orders of transfer and postings of officers of different grades in Customs and Inland Revenue service has been issued and in addition to processing an average of 50 receipts in office and more than 40 files are received and processed on daily basis.
He said: “I try hard that things should not be delayed. A matter of 150 service books of retired employees of FBR is pending before the Accountant General Pakistan Revenue office. The problem of service book of retired employees of FBR hopefully would be resolved in next few days. I have written a letter to AGPR and the team of AGPR will visit FBR in current week.” He said “I prefer to resolve cases collective rather than on the individual levels. The supervisory officers in field formations can play an important role in curbing the menace of corruption. We also take the action against the officials in on Audit and Intelligence bases cases.”
