ISLAMABAD: The Federal Board of Revenue Friday barred all the Board’s officers from securing/receiving invitations for foreign courses/seminars etc directly from the international agencies/foreign countries.
According to Chief (HRM) Imran Latif Minhas, instances have come into the notice of the Board that officers secure invitations for foreign seminars/coerces etc from different international organisations or claim having received such invitations directly. Invitations for foreign seminar/courses are uploaded on FBR website so that everyone has a fair change of competing for such seminars/courses, he said through a circular, adding that while FBR encourages its staff to pursue foreign courses etc, compliance to the rules and regulations cannot be compromised.
The receipt of direct invitations for training courses etc from international agencies etc or applying for such courses etc without prior permission of the competent authority, has been prohibited under the Government Officers (Conduct) Rules, 1964 and government instructions issued from time to time in this regard.
The HRM chief said that no officer/official may apply for participation in any training course etc to any local/international agency/foreign government mission etc without obtaining prior permission from HRM Wing of FBR except for the courses uploaded on FBR website.
In case any such invitation/offer is directly received, they may be politely declined and the offering agency etc may be advised to route the same through FBR’s HRM Wing, he added.
Non compliance to the instructions will be viewed as misconduct liable to disciplinary action under Government Servant (Efficiency & Discipline) Rules, 1973, he warned.
