ISLAMABAD: The Federal Service Tribunal (FST) on Tuesday sought a reply from the Establishment Division over longstanding service-scale up-gradation of the ministerial staffers of the Federal Board of Revenue (FBR).
The bench, headed by FST Chairman Sheikh Ahmad Farooq also directed the Establishment Division to submit the ‘summary report’ pending with Prime Minister’s Secretariat for up-gradation of 111 FBR staffers.
As the hearing stared, counsel for the Establishment Division told the court that summary for up-gradation of the FBR employees was pending with the PM’s office. After hearing this argument, the court issued the said order and adjourned hearing until October 8.
The court issued these directives while hearing a petition filed by FBR employee Saadullah Bhatti. Saadullha approached the Tribunal for implementation of its decision regarding their up-gradation from BPS-14 to BPS-16.
According to details, FST had issued clear directives in 2012 about up-gradation of FBR ministerial staffers. Most of them were deprived of despite serving 20-25 years in the public sector.
In 20112, FST bench comprising Dr Nazir Saeed, M Javed Iqbal and Ishtiaq Ahmad had also directed the Establishment Division, Finance Division and Law and Justice Division to decide the departmental appeals of the appellants within two months. However, the Tribunal’s directives had gone ineffective since none of ministerial staffers were up-graded to BPS-16.
