KARACHI: The Federal Board of Revenue has directed the Pakistan Customs Service/ex-cadre officers to complete/initiate/countersign the Performance Evaluation Reports (PERs) at the earliest without further loss of time.
According to details, the PERs in respect of all officers of BS 17 and above belonging to the Inland Revenue Service (IRS), Pakistan Customs Service (PCS) and ex-cadre are required to submit promotion cases, mandatory training courses i.e. NDU, NMC, SMC, MCMC and transfer cases on deputation basis to other departments.
Unfortunately, the PER dossiers and ICP charts of various officers remain incomplete as their PERs have either not been initiated or countersigned or forwarded by the concerned field formation to the Board (ERM-I Section) despite repeated instructions issued on the subject from time to time, sources added.
In this connection attention is also invited to the Establishment Division’s O.M.NO3/8/2005-CP-II dated 26.7.2008 wherein it was informed that the Prime Minister, while approving recommendations of Central Selection Board took a serious view of incomplete CR dossiers/PERs of officers and desired to fix responsibility for such lapses. IN addition the Senate Standing Committee, in its meeting held on 2.4.2008 also underlined the need to devise a strategy, making it compulsory for senior officers to write PERs on their subordinate officers within stipulated timeframe failing which disciplinary action be initiated against them.
Moreover, it has been noticed by the Board that PERs of many officers reported upon are pending for initiative/ counter signatures in the offices of senior officers which may cause delay for promotion/training of officers and affect their career management adversely.
In order to complete PERs record of officers of IRS/PCS/ex-cadre, all officers are requested to kindly initiate/ countersign the PERs of officers reported upon pending in their offices at the earliest and furnish the same to the Board ERM-I Section.
It is requested that all officers of Inland Revenue Service IRS, Pakistan Customs Service PCS and ex-cadre serving under your administrative control may be directed to submit their PER forms immediately to the concerned Reporting Officer by July 20/Counter signing Officer by July 31 without further loss of time, otherwise disciplinary action may be initiated against the responsible officers.
