KARACHI: Director General Customs Valuation Syed Tanveer Ahmed has reduced the customs values of tarpaulin cum PVC material inflatable toys and amended the Valuation Ruling No.992/2016 accordingly.
According to the details, M/s Toy Center and M/s Ahmed International approached the Director General agitating against the customs values of tarpaulin/PVC inflatable toys determined vide Valuation Ruling No.992/2016. Rana Zahid Hussain, on behalf of M/s Ahmed International and Toy Centre Inflatable Toys, challenged the Valuation Ruling No.992/2016 of Chinese products only i.e. inflatable swimming pool, jumping castle, bounce slide and others. He stated that previously values of the inflatable toys were determined at $8.00/kilogram. Director General of Customs Valuation referred the case back to the Director Customs Valuation. Director, Customs Valuation again determined customs values of swimming pool at $7.00/kg whereas the subject goods were assessed / cleared by the clearance collectorates at $1.30/kg to $1.50/kg.
Whereas values of jumping castle at $4.50/kg and inflatable bounce slides of China origin at $4.8/kg and others at $ 4.00/kg. They contended that it should be compared with plastic article (raw material) which is available at $1.80/kg of Chinese origin.
They also stated that prices from international websites retrieved and observed the price range of plastic toys/baby pool and assorted plastic toys from $0.95/kg, $1.15/kg, $ 1.95/kg and $ 1.1/kg.
There is no working sheet available in the file. Market inquiry was conducted and small plastic pools for children were purchased and worked back at less than or around $2/kg. Director General observed simple plastic goods without any battery or, other gadgets should not be fixed at $7000/MT. The prices of plastic inflatable items should be much lower. In view of the above facts, market enquiry, online prices retrieved from international websites and all information gathered from different sources were analyzed and customs values are revised.
