KARACHI: In a bid to ensure proper compliance of the orders of Federal Board of Revenue (FBR) Chairman Tariq Bajwa regarding forwarding of assessment cases by the MCC Appraisement Collectorates, the Directorate General of Customs Valuation has instructed the Collectorates to follow the instructions, it is learnt.
FBR Chairman Tariq Bajwa had ordered that all provisional assessment cases under Section 81 of the Customs Act, 1969 would be forwarded to valuation department with approval of the collector concerned, sources told Customs Today.
In this regard, Directorate General of Customs Valuation, Director Manzoor Hussain Memon, forwarded a letter to the Collectorates of Customs, MCC Appraisement West and East/Port Qasim/Preventive Karachi/Lahore/Sambrial (Sialkot), Faisalabad, Multan, Islamabad, Hyderabad, Quetta, Peshawar, Gwadar and Gilgit-Baltistan with a strong emphasis to ensure compliance of orders whatever the FBR chairman passed, sources siad.
“It is brought to your kind notice that a few months back, Chairman, FBR in a meeting held at Custom House, Karachi had instructed that all provisional assessment cases under section 81 would be forwarded to the Valuation Department after approval by the concerned Collector,” according to a letter exclusively available with Customs Today.
“It has been noticed that instruction are not being followed in certain cases received in this Directorate General and the cases are sent without explicit approval by the concerned Collector. Moreover, reasons of assessing their goods provisionally are also not mentioned in ‘assessment notes’ which makes working of this Directorate difficult”, the letter added.
The letter further states: “In order to comply with the directives of Chairman, it is requested to kindly see that no case of provisional assessment is forwarded to this Directorate without prior approval by the Collector.
Moreover, reasons of provisionally assessing goods may also be written in remarks/assessment note in GD. This will help the Directorate in disposing of cases expeditiously”.
