ISLAMABAD: Muhammad Nizamuddin, Deputy Superintendent (BS-16), Model Customs Collectorate, Peshawar, has been punished over inefficiency.
As per details, the disciplinary proceedings under Government Servants (Efficiency & Discipline) Rules, 1973 were initiated against the officer vide Charge Sheet No.10(7)/2015-Cus-III dated 10.04.2015.
Ziaullah Shams, Additional Director, Directorate of Intelligence & Investigation-FBR, Peshawar, was appointed as Inquiry Officer to investigate the matter on account of various acts of omission and commission committed by the accused officer.
According to the Inquiry Officer, the charges levelled against him stands established. After considering the charges framed in the charge sheet, inquiry report, show cause notice, his defence reply and verbal submissions during the personal hearing, the Chief (Mgt. Customs)/Authorised Officer concluded that the charges have been proved against him only up to the extent of ‘inefficiency’ and imposed the minor penalty of ‘withholding of three annual increments’ (with cumulative effect) upon the accused officer under Rule 4(1)(a)(ii) of the Govt. Servants (Efficiency & Discipline) Rules, 1973.
The accused officer’s performance allowance will also be stopped for six months from the date of award of penalty as provided in Para 7(ii) of the Performance Allowance Guidelines, 2015 and he will have to appear afresh for restoration of the same.
On conclusion of the proceedings, he has been reinstated into service with immediate effect and the period of his suspension from 25.09.2015 onwards is treated as leave of kind due and admissible under the Rules.
